Traditionally, a large investment in a water system, like the new Saco River Drinking Water Treatment Facility currently under construction in Biddeford, would result in a significant one-time rate increase upon the project's completion. We heard from the Biddeford Saco community that smaller steps over time would make things easier for customers. That's why we worked with Maine's Public Utilities Commission to create a first of its kind Rate Smoothing Mechanism, which spaces out the cost of the new facility over multiple, smaller increases.
