Really takes a long time to spawn. Either the second to last or last area of Pyreglow Forest. (I walked back and forth, took about an hour to spawn. Be sure to have a mirage with the "No Escape" ability (Right Claw has it -that's who I used), otherwise he will escape and you will rage quit.
