Apply this logic to anything that has buds on it: lilacs, azaleas, forsythia, etc. I’m a fan of pruning when you have time but people always want to know when the “best” time time is. For most plants this is in late winter when they’re coming out of dormancy, or right after they bloom. And I’m out there pruning from March-November so I always encourage people to relax and just get out there. Plants are incredibly forgiving and resilient. If you have no buds and/or the plants are very unhealthy you don’t have much to lose but it’s getting cold in a few weeks where I live so don’t wait too long because this creates stress for the plants.
