In WordPress you can make blog style listing pages. You can use these listing pages to display all posts in a particular category. Or you can list all posts tagged with a particular tag.

Some themes let you add a headline and introductory text to these listing pages. Brian Clark calls these pages cornerstone content pages, because they're a great way to make a central hub for posts on a specific topic.
