Victorian authorities are confident genomic testing will establish a link between recent coronavirus cases detected in the state and the outbreaks in Sydney.
It comes as Victoria records two new COVID-19 infections.
Residents are also scrambling to get home after Victoria announced it will impose a hard border on New South Wales in light of the recent clusters.
