The Department of Personnel and Training (DoPT) has declared that it lacks the authority to monitor reservation policy implementation across different Ministries and departments. Key highlights include:

- DoPT has no "power of superintendence" over other Ministries regarding reservation policies
- Each Ministry is responsible for implementing quota policies in its own departments
- Liaison officers have been mandated in each Ministry to oversee implementation
**Representation Challenges:**
- As of January 1, 2022 data, SCs, STs, and OBCs were under-represented in Group A posts
- Specific representation percentages:
- Group A: SCs (13.21%), STs (6.01%), OBCs (18.07%)
- Group B and C: Varied representation across categories
**Parliamentary Committee's Stance:**
- Expressed dissatisfaction with DoPT's approach
- Recommended creating an independent monitoring mechanism
- Criticized liaison officers' lack of knowledge about reservation rosters
**Recommendation:**
The committee suggested developing a separate authority accountable to DoPT to ensure proper implementation of reservation policies across government departments as envisioned by the constitution drafted by Dr.B.R.Ambedkar.
