More Reforms Than Relief
Finance Minister Nirmala Sitharaman set about her third tranche of Rs 20 lakh crore Aatmanirbhar Bharat announcements. The focus on day three was on agriculture and allied sectors.
The feature of the announcements on day 3 was that it came with some reform measures rather than relief alone. They were about building fundamental capacity shifts and, as the Finance Minister said, more to do with empowerment than entitlement.
Three major reforms were announced: modification of the Essential Commodities Act, prospect of a new law to provide more choice to farmers to sell produce at an attractive price, legal framework for farmers to engage with processors, aggregators, large retailers, etc in a fair way.
