The US government has threatened South Sudan's leaders and opposition rebels with sanctions if they do not lay down arms. The Obama administration has spent more than $80 million in emergency aid for people displaced by the conflict and says both sides need to cease hostilities to avoid sanctions. However, Sudanese officials say the country needs more than punishment to resolve its crisis. Al Jazeera's Rosalind Jordan reports.
