Maryland's Noah's Law is one of the toughest drunken driving statutes on the books. Yet, first offenders are exploiting a loophole that lets them skip getting an interlock device on their car. The problem is a probation before judgment ruling is not a conviction. Therefore, offenders are not required to use an interlock device.
