Luxembourg’s prime minister, Xavier Bettel, spoke to the press alone after Boris Johnson did not appear at a planned press conference after Brexit talks between the two leaders. A group of protesters had threatened to disrupt Johnson’s remarks. Bettel said Johnson’s talk of progress in Brexit discussions was unfounded, emphasising that the UK, not the EU, was to blame for the crisis
