A few years ago, I was invited on a friend's boat for the day and he used a similar idea to this to catch us our bag of Southern Bluefin Tuna which were in abundance at the time - so since that time is more or less here, I decided to make up a couple of my own. I was impressed with how effective they were that day, and he built his out of 3/0 O'Shaunessy hooks he found in the local tackle shop's bargain bin for $2, a ball sinker he had in his tackle box and a Squid Skirt he got for $0.80. Tied onto a piece of 30lb fluorocarbon leader, tied on a swivel and clipped it onto his Trolling outfit.
I added to mine a red sequin for some flash, and a pink bead because why not. All in all, a cheap and easy way to be ready on the water if you notice birds working and want to have a go on the Tunas, and if you lose one or get snipped off it's not going to burn a hole in your pocket or boil your piss too much, than some of the more expensive options would.
