Controversy is simmering over the management of the Constituency Development Fund (CDF) with the Commission for the Implementation of the Constitution advocating for county governments to be in charge of the fund. The commission wants the CDF act 2013 overhauled as it has flaws that contradict the constitution and the system of the devolved government. However a section of senators say they have no problem with the fund being managed at constituency level. Alex Chamwada reports.
