This is a reading of a book by the 1920s preacher, author and teacher A.W. Tozer. I recommend nearly all of his work to any true seeker.
Remember this is pre 1947 so there was no nation known as Is Ra El. Which in itself leads the biblical student to come to a different conclusion when reading the text.
Also note the opening that states: MAN, THE DWELLING PLACE OF GOD!
