"There is now a criminal syndicate which is exploiting these poor people. And...so this is an organised smuggling operation and targeting that is, I think, the way that the greatest effect can be had in the humanitarian dimension and I think that's the principal intent of this."

STORYLINE:
US Secretary of Defence Ash Carter on Thursday outlined America's plan to accelerate the defeat of the Islamic State group (IS) in Iraq and Syria.
Speaking to journalists at a gathering of NATO defence ministers in Brussels, Carter said the US' plan focuses on capturing the cities of Mosul in Iraq and Raqqa in Syria.
He also called for the "criminal syndicate" smuggling migrants and refugees across the Aegean Sea to Europe to be tackled, calling it the most effective humanitarian action that could be taken in the ongoing crisis.
Carter spoke after three NATO allies - Turkey, Germany and Greece - requested alliance participation in an international effort to help end Europe's gravest migration crisis since World War II.
