OBR 5.09(b)(9) states that "any runner is out when they pass a preceding runner before such runner is out" and places responsibility for the passing on the trailing runner, regardless of which offensive player caused the passing to occur. In many cases, such as the Orioles-Reds play here, the leading runner (R1 Farmer) is the person who "caused" the passing to occur in the sense that Farmer ran back toward first base (presumably unsure whether the batted fly ball was caught in the outfield or not), and in doing so, created a passing situation in which BR Senzel physically stood further in baserunning advancement than did R1 Farmer.
On runners passing, the ball remains live and the runner who passed the preceding runner (in this case BR Senzel) is declared out. The preceding runner is unaffected and must be retired via a tag while off the base, as is the usual case.
The violating runner is declared out automatically and immediately upon the passing infraction—the defense does NOT need to tag the offending runner. U1 Bellino properly called BR Senzel out sans tag—Baltimore's tag was superfluous because Senzel was already out for passing.
This is an important note for time plays.
