The long way to solve this problem is to keep testing, tweaking, and evaluating your process. It could be your recruiting process, your ad, your first phone call, your screening, where you are finding subs, what your requirements for them are, how picky you are, how you are presenting your jobs to them, expectations you are setting, etc... You need to look and see what part of your process is causing you trouble.
Then test, tweak, and change until you get the result you want. Because someone else is in your market getting the results you want. So it’s not impossible, it’s something YOU are doing.
