United Nations Secretary-General António Guterres said on Monday that the risk of a nuclear confrontation had returned after decades, urging nuclear states to commit themselves not to be the first to use weapons.

Any attack on a nuclear plant is “suicide,” Guterres said, responding to reports of renewed Russian shelling of the Zaporozhzhia site in Ukraine, the largest nuclear power plant in Europe.

Guterres spoke at a press conference in Tokyo after attending a peace memorial ceremony in Hiroshima on Saturday marking the 77th anniversary of the world’s first atomic bombing.
