United States representatives at an international conference on global warming were on Thursday (23/10) trying to counter widespread criticism of proposals made on Wednesday by President Clinton. Clinton's plan is to bind cuts in emissions of carbon dioxide and other heat-trapping gases to 1990 levels between 2008 and 2012 - and then to reduce emissions further in the following five years. The European Union wants emissions cut by 15 percent below 1990 levels by 2010.
