An explosive report commissioned by Treasury and released today has found that former Minister, Malusi Gigaba, compromised a multi-billion Rand deal involving locomotives at Transnet. It also provides more evidence on others implicated in state capture and corruption.
In 2014 Transnet secured locomotives from three different suppliers with China South Rail - CSR - receiving the lion's share of the multi-billion Rand deal. The report says that Gigaba, then Minister of Public Enterprises, compromised the deal by signing a Locomotive Supply Agreement with CSR as a witness. The report also says that former CEOs of Transnet, Brian Molefe and Siyabonga Gama compromised the procurement process and benefitted CSR by changing conditions after the bids closed. Relating to Eskom, the Treasure report suggests that a former acting CEO, Matshela Koko, may have received kickbacks for assisting a Gupta owned company Tegeta in a coal deal.
