This is the only information i can find regarding signing up. I’m assuming that they have limited spots available and will continue to open up to new upgrades as the months go on. I remember Ipsy doing this when they first started the normal glam bag service.

You need to have an active Glam Bag membership in order to upgrade to Glam Bag Plus. Existing Glam Bag members get first dibs on the Glam Bag Plus Waitlist, and we’ll be rolling it out over the next several months. Since we just launched, we have very limited quantities, but will add more spots over time.
