lead in: soviet president leonid brezhnev said tuesday (25 april) that the soviet union radically opposed development of the neutron weapon but has taken us president carter's postponement of production of the weapon into account. he declared that the soviet union would refrain from manufacturing the weapon if the united states did likewise.
carter later dismissed brezhnev's statement on the neutron bomb as having "no significance at all" as he said the soviets have no use for the weapon.
the soviet president also said that during negotiations with us secretary of state cyrus vance in moscow last week some progress was made in working out an agreement on strategic arms limitation. he added, "not all the problems by far have been resolved. we can by no means accept certain positions of the american side."
brezhnev was making his remarks in a lengthy address opening a congress of the young communist league in moscow.

commentary: brezhnev and other high-ranking soviet officials attended the opening session of the komsomol, the largest youth organization in the ussr. the congress was meeting to review the work done by the komsomol in the past four years - at home and abroad. brezhnev opened his address to the congress by noting the dedication of the soviet young people to the cause of the communist party. concern for raising living standards is the overriding objective of the home policy of the soviet communist party, he declared. turning to foreign policy, the soviet president referred to the recent visit to moscow of the american secretary of state cyrus vance. he said an exhaustive exchange of views took place and, as a result, some progress had been made towards reaching agreement on a new strategic arms treaty. brezhnev said the soviet union was radically opposed to production of the neutron weapon which he called a "new and particularly inhumane type of weapon of mass extermination." brezhnev denied that the soviet union was harbouring any aggressive designs against the west. on the contrary, his country has always done everything and will continue to do everything to reduce tension and promote agreement, the soviet leader declared.
