'Unleashing Adaptive Potential for Social Protection: Good Practices in the Latin America and Caribbean Region'
Poor and vulnerable households in Latin America and the Caribbean (LAC) are disproportionately affected by climate-related disasters, which are increasing in frequency and intensity. These disasters have clear socio-economic implications. The negative impacts of climate change on poverty, human capital, and migration in the region pose a threat to the hard-fought gains in human development and poverty reduction achieved over the past two decades. The region's social protection systems face challenges in effectively responding to these crises.
Between 2021 and 2023, the World Bank's Social Protection team conducted 18 assessments, known as Social Protection Stress Tests, across the LAC region to evaluate the preparedness of social protection systems in responding to covariate shocks. The newly published report "Unleashing Adaptive Potential for Social Protection" summarizes the findings from these Stress Tests and offers a comprehensive overview of good practices that could inform future discussions and policymaking on Adaptive Social Protection (ASP).
The Dominican Republic has emerged as a leader in several aspects of ASP, including programs, delivery systems, social registries, and institutional arrangements. The knowledge and experience gained from establishing a crisis-responsive social protection system in the Dominican Republic are applicable both regionally and globally. By showcasing these and other salient ASP experiences in LAC, this webinar aimed to stimulate discussion on the topic and emphasize the need for continued investments and partnerships to advance the ASP agenda.
