MrGunsNGear tested an Armorshield Puma Level II awhile back and he got bimetal jacketed ammo to penetrate:

So let's test it. My original test used Tula, and some comments said I should try WPA.

Round Used: 9x19mm, 115gr FMJ, Wolf PolyFormance.
Vest Used: US Armor Level II Surplus vest.
Date of Manufacture: 8/1996

Round failed to penetrate a surplus 19yr old vest. It made it a good 1/2 way through, but no dice :D
