Why Disabling HPET?
Disabling HPET removes the micro-stuttering and screen tearing that may occur during gameplay. It allows unrestricted input-output to occur. This results in a very raw and extremely responsive connection between you and your PC.

How to Disable it?
Search "Device Manager" on your PC
Scroll down to "System Devices" and open the sub-menu
Scroll to "High Precision Event Timer" and click it.
Click "Actions" at the top of the window, and from that pop-up menu, click "Disable" and Restart your computer

-disableHyperthreading
Most modern processors have virtual cores for better multitasking. Adding this can boost performance on older machines, so it may be worth a shot if that’s your situation.
-hdr
Rockstar Support claims this setting “sets the whole rendering pipeline to 16-Bit.” We didn’t notice any significant changes when adding this, but your eyes may be better than ours.
-Noquattransform
Quaternion transformation is the fastest technique for rotating objects in 3D space, but it may also introduce errors. If you see some objects floating in space, you can use this command to disable quaternion transformation.
-FrameQueueLimit
This limits frames pre-rendering. Reducing this can also fix GTA 5 lag and smooth things out a bit. Use -FrameQueueLimit 0 or -FrameQueueLimit 1 and see what works best for you.
-ignoreDifferentVideoCard
This makes GTA 5 use only the one graphics chip you specified with the above command. It can also fix stuttering.
Why Increasing Virtual Memory?
If you don’t have a decent amount of RAM in your system (We recommend 16GB these days for a newer system), then your performance obviously won’t be good.
Virtual memory compensates for actual physical memory, by transferring data from the physical memory to disk storage.If you have a good Solid State Drive or SSD, you will benefit more from this as compared to a traditional HDD (hard disk drive).
But the amount of virtual memory used is automatically determined by Windows itself, so you want to go ahead and change that.
Use the recommended size for the initial option set by Windows.
For the maximum option, you’ll want to set it to 1.5 times more than the physical memory.
