While people need to move out of agriculture into manufacturing and services, it can become paying for those that choose to say behind if farmers and private enterprise can join hands for mutual benefit with the government playing a supportive role. Smart agriculture needs access to formal finance, the consolidation of small holdings into viable ones through leasing, the provision of subsidies in a manner that does not distort trade, and larger government spending on infrastructures: roads, electricity, irrigation and research.
