Dateline Philippines: The Philippine Health Department clarifies its risk classification announcement. Health Undersecretary Maria Rosario Vergeire says that based on national figures, the Philippines is indeed under the low-risk category. But she says regional COVID-19 numbers tell a different story. She adds the agency does not mean to mislead the public.
