Ocean City Mayor Rich Meehan is among the decision-makers keeping a close eye on conditions amid Tropical Storm Ophelia and are trying to stay one step ahead. The National Capital and Greater Chesapeake Region of the American Red Cross is also preparing for the storm with teams on standby Friday in Baltimore, ready to deploy. Emergency operations in Annapolis included the distribution Friday afternoon of sandbags at City Dock. City officials said downtown is expected to flood by 2 a.m. Saturday.
