Ukrainian President Petro Poroshenko has introduced military administration in several towns and cities in the Donetsk and Luhansk regions which are located along the front line. By creating a new ‘hybrid form of governance’ in Donetsk and Luhansk, Ukrainian media say Poroshenko will avoid having to declare martial law in the war-torn eastern regions.
