I've finally found a way to make a perfect circle mask. But, unfortunately it's not straightforward to make a circular mask in Premiere. Making a perfect circle mask in Premiere Pro is a 2 step process.
Step 1- Create a perfect circle using the ellipse shape.
Step 2 - Select an ellipse mask. Move the mask to the center of the circle shape. Match all the corners of the mask with the circle to convert the ellipse into a circle. And finally, make sure the circumference of the ellipse fully covers the circumference of the circle. You might have to move the ellipse to make sure it's at the center of the circle.
