Hungarian Prime Minister Viktor Orban delivers a speech after a referendum on EU migrant quotas in Budapest on Sunday. With 98.56 percent of the ballots counted, 98.28 percent of voters chose the "no" option in a government-sponsored referendum on whether to accept the European Union's scheme for migrant quotas, the National Elections Bureau reported. However, the ballot may not be constitutionally binding due to low voter turnout. CCTV's Kate Parkinson reports from Budapest.
