WARNING: Before attempting this, please read below. Having never done this type of ammo before, this is my first attempt at reloading 7.62x54R. Don't necessarily follow my recommendations on what bullets to start out with for reloading, because my asset for that may be wrong (using 0.311 instead of 0.308).
Anyway, this is the first of 4 videos on how to reload ammo for beginners, using the Lee Loader kits you can get for about $20.00. I've done this same process before for Lee Enfield .303 British ammo in the past, so this process is nearly identical to that, even though the ammo this time around is 7.62x54R. In this first clip after my introduction, I basically spend the entire video detailing the items you will need to successfully reload this ammo. The grocery list is as follows:
Lee Loader Kit (7.62x54R ammo) = $19.95
Modern Lee Reloading Manual = about $15.00 to $20.00
Plastic/Rubber Combo Hammer = about $7.00 to $9.00
Hodgnon H4895 Powder = $31.00
CCI Large Rifle Primers (100 qty.) = $4.00
Frankford Arsenal Digital Scale = $35.95
Sierra 150 grain SP Spitzer bullets (START WITH .308!) = about $21.95
Safety Glasses = $7.95

Other items you'll need include a workbench or table/space to lay out the materials above, plus some way to spray/lube the cases such as a tray OR a homemade empty cartridge holder like the one in this vid (block of wood + 20 long wood deck screws, with the tips clipped off).
I go over the items you need, specifically explaining how I personally use these tools in my process. Again, this is not an end-all-be-all vid on how to reload, I'm just showing how I reload.
