I just spent a week kiteboarding Phan Rang Vietnam. I really didn't no what to expect sense I didn't know of anyone who as kited here.
I can tell you it's one of my favorite places to kite now.
Every day it was windy here, It's cheap to lodge at, the water is flat and shallow making it easy to learn how to kiteboard if your a beginner.

If your looking to learn how to kitesurf the conditions are prime and lessons are the most affordable i've seen.

Winter months are the best time to kite in Vietnam however you can pretty much kite here all year long.
Mui Ne, which is south of Phan Rang is another kiteboarding spot in Vietnam with many schools all down the beach. The conditions here are a bit choppy but I believe there is some good wave riding here.
