I hope to publish some videos to show off the performance for anyone with similar hardware that is wary of purchasing. Here's some notes,

-No dynamic resolution/FSR enabled
-New Atlantis averages around 35-45fps
-First few planets averages around 40-55 fps
-Instanced interiors such as the first research facility kept above 60 averaging around 70fps

I've played only around 3 and a half hours now, performance is a lot worse than I expected. The game itself is great so far just needs time for some patches and/or modders to optimize the game, I'm well aware about my CPU bottleneck but generally performance for most has been underwhelming.
