Jason Chrzanoqski explains the Massachusetts Contingency Plan (MCP) and the role of Licensed Site Professionals (LSPs) in hazardous waste site investigation and cleanup. He says that before 1993, the cleanup process was more of a command and control system, with state regulators leading the charge.
In 1993, a semi-privatized system was implemented. Under this system, LSPs are required to be hired by private parties or potentially responsible parties to assist them in going through the MCP process. This has created a pool of LSPs with a deep understanding of the MCP and its history. He also highlights the collaborative environment between LSPs and state regulators, which has helped to improve the efficiency of the cleanup process.
