The World Bank’s Identification for Development (ID4D) initiative is documenting—through the #EveryID has a story campaign—how official IDs have a transformative effect on people’s lives. As part of a broader effort to register people living in the country, the Ugandan government began an identification program for citizens as well as for refugees. In recent years, the country has absorbed over 1.3 million refugees from the region, with more than 120,000 living in Nakivaale alone. Here, Fardowsa, a young refugee, acquired a refugee card when she turned 18, a development that has changed the direction of her future. Now, with the legal identification given by the refugee card, she has access to work, education, and even a SIM card. ID4D brings global knowledge and expertise across sectors to help countries realize the transformational potential of digital identification systems. It operates across the World Bank Group with global practices and units working on digital development, social protection, health, financial inclusion, governance, gender, and legal issues.
