Drivers who paid more attention to their cell phones than the road were faced with charges last year. Now New York legislators are talking about giving fines to pedestrians who are distracted by their phones when crossing the street.
Pedestrians make up 12 percent of traffic fatalities each year nationwide. In Syracuse four of the eight fatalities last year involved a pedestrian. Office Dotson said the ban on cell usage would be difficult but it's important to keep people safe.
